Raised USDG unlocks in tranches after holder votes.

For milestone raises, raised USDG is held in escrow and released in tranches: locked → voting (creator requested release; holders vote for a fixed window) → released or rejected (stays in escrow, can be resubmitted). Votes are weighted by tokens held; staked $PINA adds weight for disputed projects.
